Business Model

The main revenue sources are contracted software development/system construction and post-launch operation/maintenance services. The Public Sector Business is underpinned by stable order intake based on the long-standing business relationship with the NTT DATA group since 1988. The operating margin improved 1.8 points to 8.5% from 6.7% in the previous period, and ROE surged to 15.9%. This is not simply revenue growth but confirms a qualitative improvement in the earnings structure driven by an increased prime contractor ratio, price pass-through, and thorough project management. The forecast for FY2027 (ending March 2027) (operating profit of ¥3,500 million, +15.3%) appears conservative, and upside potential warrants close attention.

In the fiscal year under review, the ratio of revenue from the top three major clients remained at a high level of 39.8% (40.0% in the previous period), and the risk that shifts in clients' management strategies or IT investment policies directly affect performance continues. In addition, the outsourcing cost ratio within cost of sales is high at approximately 61.7%, raising the possibility that rising procurement costs due to IT talent shortages and quality control risks at partner companies could pressure profitability. As an external environment factor, amid intensifying competition for IT talent and continued wage increases, whether price pass-through can be sustained will be key to maintaining profit margins.

Under the new medium-term management plan, the company has set out approximately ¥8.5 billion in growth investment (including M&A utilization) and approximately ¥3.5 billion in shareholder returns (payout ratio of 40% or more) over three years, declaring a shift from a "labor-intensive" to a "knowledge-intensive" model. Strengthening consulting services such as DX strategy formulation, RFP preparation support, infrastructure operation consulting, and in-house development support, and building long-term partnerships. Aiming to transition into a position as a "strategic partner supporting client transformation through digital innovation."

Planning growth investments of approximately ¥8.5 billion over three years, aiming to expand scale and diversify revenue sources through M&A. Investment decision criteria include positive NPV, IRR exceeding the hurdle rate, and a payback period of within 5 years in principle.

Incorporating AI into both business processes and service delivery to improve productivity and quality. Positioning the acquisition and development of specialized personnel—such as advanced IT talent, project managers, and consultants—as a top priority, and strengthening capability development support tailored to individual career paths.

In FY2026 (ending March 2026), paid an annual dividend of ¥64 (payout ratio of 41.1%) and repurchased 480,000 shares of treasury stock (¥889 million), practicing management with awareness of capital costs. For FY2027 (ending March 2026), plans an annual dividend of ¥68 (projected payout ratio of 41.4%). Aiming for shareholder returns of approximately ¥3.5 billion under the medium-term plan.
