Business Details
Construction-related business operated by a group of consolidated subsidiaries with the Tohoku region as their principal operating base. The segment consists of three "infrastructure maintenance" fields—Infrastructure Development, Disaster Response, and Environmental Protection—and two "non-infrastructure maintenance" fields comprising Private Construction & Ancillary Business. Major customers are public-sector clients such as Fukushima Prefecture, East Nippon Expressway, and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT). By leveraging the MLIT-certified "corporate group" system, the group flexibly assigns engineers across group companies to improve utilization rates and minimize lost business opportunities.
Recent Overview
Revenue increased, but operating profit fell sharply by 21.9% year on year due to a deterioration in the cost of sales ratio
For the cumulative nine months of FY2026 (ending March 2026) (July 2025 to March 2026), revenue was ¥13,697 million (up 9.8% year on year), securing an increase in sales. However, cost of sales expanded to ¥11,503 million (up 15.1% year on year), causing gross profit to decline to ¥2,194 million (down 11.3% year on year). The main cause was a deterioration in the cost of sales ratio from 80.2% in the prior-year period to 83.9%, driven by soaring construction material prices. Operating profit was ¥1,115 million (down 21.9% year on year), and profit for the quarter attributable to owners of parent was ¥720 million (down 23.9% year on year). Borrowings increased by ¥3,507 million due to increased working capital needs, and the ratio of equity attributable to owners of parent declined from 30.2% to 26.1%. There is no change to the full-year earnings forecast (revenue of ¥19,485 million, operating profit of ¥1,685 million).
Key Products
Growth Drivers
- Solid trend in public construction investment driven by promotion of national resilience policy (disaster prevention/mitigation and measures against aging infrastructure)
- Improved utilization rates through flexible assignment of engineers across group companies leveraging the MLIT-certified "corporate group" system
- Continued receipt of large-scale orders for East Nippon Expressway projects
- Persistent structural demand driven by progressing deterioration of social infrastructure toward 2040 (approximately 75% of road bridges and approximately 68% of port facilities expected to exceed 50 years since construction)
- Expansion of order-taking capacity through strengthened recruitment of qualified engineers such as construction management engineers
Risks
- Rising cost of sales ratio due to continued surge in construction material prices (cost of sales ratio of 83.9% for the cumulative nine months of the current fiscal year, deteriorating from 80.2% in the prior-year period)
- Chronic shortage of construction engineers and construction management engineers (due to aging workforce and shortage of younger mid-career workers), constraining order-taking opportunities
- Irregular occurrence of disaster response projects leading to large revenue volatility
- Significant working capital requirements and increased borrowings associated with payment upon delivery for public works (current liabilities borrowings of ¥7,346 million)
- Risk of revenue concentration in major customers (Fukushima Prefecture, East Nippon Expressway, and MLIT)
- Risk of spillover effects on material procurement costs from geopolitical risks such as U.S. tariff policy and the situation in the Middle East
