Hokuetsu Metal Co., Ltd. is an electric-arc furnace steelmaker headquartered in Nagaoka City, Niigata Prefecture, with a history dating back to its founding in 1942 (its predecessor, Hokuetsu Suiryoku Denki, was established in 1905). The company manufactures and sells Material Products (Bar Steel, Wire Rod, Shape Steel) as well as Processed Products for civil engineering and construction applications, including Fab Deck, Rock Bolt, turnbuckles, and mesh products. It belongs to the Topy Industries group and has four consolidated subsidiaries: Metal Transport Co., Ltd., Cortec Corporation, Cortec Industries Co., Ltd., and Innovus Co., Ltd. Its major customers are steel trading companies such as ITOCHU Marubeni Steel Techno Co., Ltd. (37.9% of net sales) and Hanwa Co., Ltd. (13.2% of net sales), with the construction industry serving as its primary market.

Business Model

The company melts scrap steel, its main raw material, in electric furnaces, then continuously casts and rolls it into Material Products and higher value-added Processed Products for sale. It has a track record of expanding its product lineup, including making Cortex Corporation and Cortex Kogyo Co., Ltd. consolidated subsidiaries in 2020, and establishing Innovus Co., Ltd., a joint venture with Kyowa Concrete Industry Co., Ltd., in 2021.

As of the end of FY2026 (ending March 2026), the equity ratio stood at 69.3% (up 2.6 points from the previous fiscal year-end), and total net assets were ¥17,913 million. Even in a period when the company recorded a net loss of ¥339 million, net assets increased (up ¥120 million from the previous fiscal year-end), indicating a high degree of financial stability. Operating cash flow also secured a surplus of ¥1,663 million, allowing the company to fund capital expenditures, debt repayment, and dividends from its own funds.

In July 2022, the company opened a Tokyo Office (now the Tokyo Processed Products Sales Office), establishing a sales system for processed products in the Tokyo metropolitan area. In FY2026 (ending March 2026), net sales were ¥23,598 million (down 17.9% year on year), and the company recorded an operating loss of ¥309 million, falling into the red for the first time in two periods. External factors included a sharp decline in sales volume due to sluggish demand for construction-use steel materials, weak trends in steel market conditions, and a surge in scrap steel prices from the latter half of the fiscal year. The improving trend in metal spread that had been maintained through the previous period has completely collapsed, once again exposing the fragility of the earnings structure.

For the consolidated earnings forecast for FY2027 (ending March 2026), net sales are projected at ¥25,000 million (up 5.9% year on year), while the operating loss is expected to widen to ¥900 million, with an ordinary loss of ¥800 million and net loss attributable to owners of parent of ¥800 million, mainly due to the sharp rise and continued elevated levels of scrap steel prices and energy procurement costs. Dividends remain undecided at this time. The impact of US trade policy and geopolitical risks on steel supply and demand also remains uncertain, making it difficult to foresee the timing of an earnings recovery.

With an equity ratio of 69.3% and cash of ¥2,289 million, the financial base is solid, and short-term liquidity concerns are low. However, labor shortages in the construction industry, constraints on construction capacity, and plan revisions due to rising construction costs have become persistent, continuing the structural shrinkage of steel demand. Although the company is pursuing initiatives to achieve its "Medium-Term Management Plan 2027," the forecast of two consecutive periods of declining sales and widening losses illustrates the difficulty of improving earnings without a recovery in demand.

Growth Strategy

Improving profitability, expanding sales of processed products, digitalization, and energy-saving investment under Medium-Term Management Plan 2027

Promoting expanded sales of products for precast plants that address labor-saving needs at construction sites, as well as high-value-added processed products such as Fab Deck and Rock Bolt. The aim is to move away from dependence on general-purpose steel materials and contribute to improving the metal spread. The company seeks to maintain sales through differentiated products even amid a downturn in demand.

Investment in intangible fixed assets (software and software in progress) increased significantly to ¥202 million as of the end of FY2026 (ending March 2026) (compared to ¥75 million in the previous fiscal year), and the core system renewal is underway. The company aims to improve productivity and reduce costs through the implementation of digital technology at manufacturing sites.

Continuing expenditures of ¥795 million (FY2026, ending March 2026) for the acquisition of tangible fixed assets. Energy costs are a major factor affecting profitability, and reducing electricity costs through energy-saving equipment investment is essential for strengthening medium- to long-term competitiveness. However, the company's earnings forecast for FY2027 (ending March 2027) also assumes that energy costs will remain elevated, suggesting the immediacy of the effect is limited.
