Business
Tobila Systems operates two segments—Security Business and Solutions Business—centered on its proprietary nuisance information database (processing over 5 billion determinations annually and covering more than 5.65 million phone numbers) as its core platform. In the Security Business, the company partners with the three major carriers—SoftBank, NTT DOCOMO, and KDDI—to provide nuisance information filtering services for mobile and fixed-line phones. In the Solutions Business, the company offers the corporate business phone "Tobila Phone Biz" and the cloud PBX "Tobila Phone Cloud". Amid the worsening of special fraud damage and stronger government calls for countermeasures, the company is increasingly establishing its position as a social infrastructure provider.
Business Model
The Security Business operates on a stock-type model, generating recurring revenue under flat-rate or usage-based contracts with telecom carriers, in line with the number of option pack contracts and users. The Solutions Business comprises hardware sales to corporate clients and subscription revenue from cloud services. The nuisance information database serves as the core infrastructure common to all services, forming a self-reinforcing cycle in which user feedback improves data accuracy.
Company Strengths
The company has partnered with all three major domestic carriers—SoftBank, NTT Docomo, and KDDI—embedding its service within each carrier's option packs to reach tens of millions of potential users. In FY2025 (ending October 2025), combined revenue from the three carriers reached ¥1,662,709 thousand (59.3% of total company revenue), forming a stable revenue base.
The company has built a multi-layered data collection framework combining cooperation with public institutions—through memoranda of understanding with the National Police Agency and prefectural police departments—together with user feedback and its own independent research activities. It has databased over 5.65 million phone numbers, including approximately 30,000 nuisance phone numbers, achieving a high-precision judgment system that combines automatic extraction via machine learning with final determination by engineers. The company holds 14 patents domestically and internationally.
In FY2025 (ending October 2025), the Security Business segment recorded a profit margin of 70.2% (revenue of ¥1,905 million, segment profit of ¥1,338 million). The business model, centered on software services built on the database, maintains high profitability due to low marginal costs. Cash flow from operating activities increased 34.2% year on year to ¥1,752 million, demonstrating strong cash-generating capability.
ENVALITH's Perspective
Performance Trend
Revenue achieved five consecutive years of growth, rising from ¥1,425 million in FY2021 to ¥2,805 million in FY2025, and growth accelerated further in the first half of FY2026 (ending October 2026), up 22.0% year-on-year to ¥1,674 million. On the other hand, operating profit peaked at ¥899 million in FY2025, and the full-year forecast for FY2026 (ending October 2026) of ¥785 million (down 12.7% year-on-year) indicates a phase of declining profit. Selling, general and administrative expenses in the first half expanded sharply, up 42.3% year-on-year, with strategic investments centered on hiring and human capital as well as new business development weighing on profit. As an external factor, the worsening of special fraud damage (total nationwide damage in 2025 of ¥325.7 billion, the worst on record) is pushing up demand, and the Security Business has performed solidly, up 2.5% year-on-year.
Growth Strategy
Aiming for revenue of ¥6,000 million in FY2028 (ending October 2028) through deepening the nuisance information database platform and expanding sales of DX services for corporations
Promoting expansion of the number of contract IDs through feature enhancements such as automatic SMS sending functionality, and leveraging referrals through sales agents in addition to direct sales. The Solutions Business as a whole achieved a 69.0% year-on-year increase in the first half of FY2026 (ending October 2026), with both Cloud and Biz contributing.
Strengthening collaboration with sales agents against a backdrop of growing demand as a customer harassment countermeasure product. In February 2026, launched a new plan for small businesses, "Tobila Phone Biz Lite", expanding the target market. Sales volume is trending favorably.
Achieved expansion of nuisance information database provision destinations (NTT Townpage, KDDI Ponta Pass, JCOM Cable Plus Phone, etc.) and renewed pricing terms with some carriers on more favorable conditions. Aiming to improve both the number of contracts and unit prices, aided by the government's strengthening of fraud countermeasures.
Positioned as Priority Initiative ④ of the Medium-Term Management Plan 2028, strategic investment in new business development continues. The specific timing and scale of profit contribution have not been disclosed at this point, and this is contributing to an increase in company-wide expenses.
Continuing human capital investment centered on recruitment, selling, general and administrative expenses expanded by 42.3% year-on-year to ¥635 million in the first half of FY2026 (ending October 2026). The policy prioritizes building a foundation for future growth, which is a factor putting pressure on short-term profits.
